USAID HR records showed no onboarding for Lewin

USAID’s human resources department had no record that Jeremy Lewin had been onboarded, even as he exercised senior agency powers. Internal emails reviewed by WIRED indicate that from March 18 to April 4, 2025, he canceled aid programs and approved thousands of employee terminations without signing the usual onboarding paperwork. Lewin said he had been detailed and dual-appointed to USAID.
