Summary: The Soviet nuclear-powered aircraft carrier Ulyanovsk was about 40% complete at the Black Sea Shipyard in Mykolaiv when the USSR collapsed in 1991. Designed with four KN-3 reactors and a 68-aircraft air wing, it was declined by Russia to be finished, could not be afforded by Ukraine, and was scrapped in 1992.
